Your Excellency,

On behalf of Justice pour Tous Internationale (JPTi), I have the honour to submit for
your consideration two comparative legal memoranda which assess Scotland’s eligibility for
recognition as a Non-Self-Governing Territory (NSGT) under United Nations General
Assembly Resolutions 1514 (XV), 1541 (XV), and 67/265. These expert opinions demonstrate
that the constitutional, political, and cultural circumstances of Scotland closely parallel those
of New Caledonia and French Polynesia—territories currently listed as NSGTs and subject to
the decolonisation mandate of the United Nations.

These submissions build upon our Advance Notice of Petition, formally transmitted on
7 March 2025, which provided an overview of Scotland’s colonial status, historical
dependency, the exhaustion of domestic remedies, and the peaceful and lawful character of its
liberation movement.

The legal memoranda submitted herewith examine Scotland’s situation against the
criteria elaborated in Resolutions 1514 and 1541 and draw direct parallels with the existing
cases of New Caledonia and French Polynesia. In particular, they recall that under Resolution
67/265, French Polynesia was inscribed on the UN list of Non-Self-Governing Territories
without the consent of the administering Power—a precedent that affirms the legitimacy of
third-party sponsorship and recognizes that the lack of internal consensus does not preclude
the applicability of the right to self-determination.

In this context, we respectfully request the following:

1. That Justice pour Tous Internationale be permitted to attend the forthcoming 2025 C24 Regional Seminar in Dili,
Timor-Leste, at our own cost and in our capacity as the legal representative of Scotland’s liberation movement;

2. That the Chair kindly grant an in-person bilateral meeting in New York during the June
2025 session of the Committee, in order to discuss procedural pathways for Scotland’s inclusion on the NSGT list;

3. That the enclosed submissions be formally received as supplementary documentation
in support of Scotland’s claim, and integrated into the Committee’s official working
record for deliberation during the June 2025 substantive session.

We further take this opportunity to inform you and all Members of the Special
Committee of the upcoming international conference, “Next Steps for Scottish Sovereignty,”
to be held at the Carnegie Conference Centre in Dunfermline on 17 May 2025. The event,
organized by Justice pour Tous Internationale, the Scottish Sovereignty Research Group, and
SalvoScot Ltd., will feature a dedicated plenary session on “Decolonisation & SelfDetermination,” with contributions from Scotland’s liberation movement, legal scholars, and former diplomats. This session will preview the substantive content of the legal memoranda transmitted herewith and elaborate on how Scotland meets the international legal thresholds
for decolonisation.
